BCE, the parent company of Bell Canada, has outlined plans to expand its data center footprint in Saskatchewan to a total of 1.2 gigawatts of capacity. The scale of the figure places the project among the more ambitious data center builds announced in Canada, where capacity of even a few hundred megawatts is considered significant. The announcement comes as North American utilities and provinces compete to attract hyperscale computing investment.

Saskatchewan has emerged as an appealing location for such facilities. The province offers relatively cool climates that reduce cooling costs, available land, and a power grid with a large share of hydroelectric generation — all factors that operators weigh heavily when siting energy-intensive compute infrastructure.

Why it matters

A gigawatt-scale build reflects where the data center industry is heading. Demand from AI training and inference workloads has pushed operators to plan in increments once reserved for power plants rather than server farms. For BCE, a telecom incumbent, expanding into wholesale and hyperscale hosting diversifies revenue beyond connectivity at a time when traditional telecom growth is flat.

The Saskatchewan plan also fits into a broader Canadian policy theme: data sovereignty. Governments and enterprises increasingly want sensitive data stored and processed domestically, particularly as cross-border data rules and AI governance frameworks take shape. Provincial builds of this size strengthen the domestic backbone needed for that ambition.

There is a second-order effect on energy policy. A 1.2 GW load would rank among the largest single demand additions on the provincial grid, forcing coordination between the operator, the provincial utility, and regulators on generation, transmission, and pricing.

What to watch

Key details remain open: the construction timeline, the split between BCE’s own capacity and leased hyperscale space, and how much of the load will be dedicated to AI compute versus general cloud hosting. Watch for power purchase agreements or grid interconnection filings, which typically reveal the true pace of a project. Regulators’ treatment of large flexible loads — and any requirements around demand response or behind-the-meter generation — will also shape whether gigawatt-scale announcements translate into operational capacity.
